Step three is that the measured change is large enough and persistent enough to move a body over months. This is where the category thins out: the Cochrane review looked for exactly that and found a loss too small to be clinically important. Step four is that the amount in a particular capsule is the amount that produced the effect, and on this label that step cannot even be attempted.

Naming the four steps is more useful than arguing about any one of them, because it shows where a reader should place their scepticism. The mechanism is real. The distance between the mechanism and the outcome is the part the marketing skips.
